To implement the Community Involvement Broadcasting Service (CIBS), Radio Television Hong Kong was tasked to provide a platform for the community, non-government organisations and the underprivileged to participate in broadcasting. CIBS is open regularly for the above-mentioned individuals and organisations to apply to produce radio programmes which will be broadcast on the channel of RTHK. RTHK also provides funding for application by organisations or individuals interested in producing programmes under the CIBS.
